Vermont governor becomes first to sign executive order prioritizing local news in state advertising

A pragmatic step from Republican leadership that strengthens local news, builds bipartisan momentum and advances a growing national movement in government advertising

Governor Phil Scott (R-Vermont) signed an executive order on July 23 directing state agencies to give preference to local print, digital, radio and television outlets when placing advertising. With this action, Vermont becomes the first state in the nation where a governor has formally prioritized local news in the state’s advertising spending.

“I’ve always been a supporter of ‘buying local’ and that’s just as important for local newspapers and stations, as it is for our local hardware stores or farms,” said Gov. Scott in a press release. “We’re fortunate in Vermont to have regional newspapers and broadcasters who still serve their communities and play a vital role in reaching Vermonters — especially in our rural towns. It’s important that we don’t forget these channels as we’re trying to reach all Vermonters.”

The executive order requires state agencies to outline strategies for spending in local outlets and to report where public advertising dollars are spent. These transparency requirements will give Vermonters a clearer picture of how state advertising budgets flow and how much reaches local newsrooms.
